An Indian Civilizational Perspective

How Congress Governments Humiliated the Indian Army – Part 1

In reply to first commander-in-chief of the Indian armed forces, General Sir Robert Lockhart, just after Independence when Lockhart presented a plan for growth of Indian Army, Pandit Nehru said:

“We don’t need a defence plan. Our policy is non-violence. We foresee no military threats. You can scrap the army. The police are good enough to meet our security needs.”

Within a year, the strength of Army personnel had been reduced in half.

“Your views will be communicated to Pranab Mukherjee”, said Sushma Nath, India’s Expendiure Secretary, and went on to explain how Paramilitary forces had objections of placing Lt. Cols in the Pay Band 4.

READ THIS – Part 1 . Part 2 . Part 3 – Three Part Series of How Congress Governments Humiliated the Indian Army

This made usually very calm and thoroughly professional soldiers very irritated and the Army Chief General Deepak Kapoor lost his cool stating that this is not only a very negative attitude but the Paramilitary forces had absolutely no business commenting on what Army needed and otherwise!

********

After days of fighting and where many a battalions had gone down and only two succeeded to make it up –

The 3rd Dogras and 2nd Sikhs were asked to capture Raja and Rani. The Dogras first attacked Raja but had to retreat in the face of stiff enemy opposition and the fact that the position was located at a considerable height. Word went around that the mighty Dogras had lost their nerve. Our commanding officer (CO), Lt. Col. R.B. Nair, was so upset that he did not eat food for two days. Other officers asked Lt. Col. Nair to give them another chance. Lt. Col. Nair agreed. After performing a havan, I and the 2nd Sikh’s CO, Lt. Col. Khanna, wished each other luck. That was the last I saw him alive. We traversed up to 7000 feet. The Dogras started moving up towards Rani picket through thickets while the Sikhs started moving towards Raja braving mines.

At night, our artillery in Poonch started pounding the positions to soften the enemy located on top of the mountains. The atmosphere was soon rendered with war cries. The Dogras charged and reached the pickets. Hand-to-hand fight ensued. The Pakistanis fought bravely. The Dogras got the picket. The Sikhs, however, lost their nerve and started retreating, angering their CO, Lt. Col. Khanna. With his revolver out, he started marching up. A stray bullet killed him. At this, the Sikhs were enraged. They once again attacked the picket, and captured it. The casualty evacuation started. A Captain had received bullets shattering both his thighs. A jawan’s jaw was shattered with lower jaw hanging out. Soon, there other injured soldiers, a total of 200 soldiers, came one after another. Soon, we ran out of morphine injections. But the day was saved by Poonch’s civilians, who came with cots to carry the wounded down. This was the first major victory in this sector. But at what cost? We had suffered heavy casualties.

And then the soldiers were asked to vacate the post. Many soldiers cried inconsolably and hugged the rocks and would not leave. The entire effort – the going against the line of fire with nothing in between.. and dying by the hundreds and thousands and walking into absolutely sure death! And when they had done the impossible…. one politician without any eye to practicality and any strength in his heart bartered it away. Or was he betrayed by his very own!! Lal Bahadur Shastri was not the only one who was betrayed! So were those many who had died without any ego or identity!

How was the betrayal done?

For a piece of paper with four words scratched on it “Without resort to arms” (words that no one ever meant) one of most popular PM returned the two posts back to Pakistan thus giving away one of biggest strategic piece of land in our relationships.

The talks used to be held late at night. At one point, Kosygin told Shastri, “You will have to give up Haji Pir and Tithwa.” Shastri said, “In that case, you will have to talk to some other prime minister.” The Soviets said the issue would go to the Security Council. Shastri said, “We may return them, but they must say specifically that whatever differences we have should not be sorted through war or violence, but only through negotiations.” Ayub Khan agreed, but Bhutto opposed this.

Our Pakistani friends were packing their luggage. They were told it was all over. Then Kosygin intervened and a formula was reached. Pakistan would say it would never resort to arms and India would return Haji Pir and Tithwa. When the last meeting took place Shastri did not find the specific reference to arms. Shastri showed his displeasure. Ayub Khan, at that very moment, wrote in his handwriting, “Without resort to arms.” That document is still in the ministry of external affairs’ archives.

A young 19 year old daughter of an Army officer writes:

The armed forces will take over the nation, and no one can do a thing about it. Not the police force, not Manmohan Singh(=Sonia Gandhi), not A.K. Antony. No one. A movement will arise so suddenly and with the fury of a raging tsunami, that it will rewrite India’s future, inject discipline in the blood of every Indian, unscrew unopened bottles of potential and terrorise the intestines out of those who dare to oppose them or irrigate the minds of others with vile thoughts. Corruption will be eliminated 90% and progress will double. Indeed, the souls of our forefathers who fought for real freedom, will rest whole-heartily under this military control. Ironic, but true.

The question here is, why won’t they do it?

*********

A Lt. Col. – Retired Lt. Col Purohit – regarded by many as highly patriotic has been arrested and being held for being the master mind for the first truly home grown terror attack.

“Imbued by patriotic spirit and fired by a desire to do something ‘extra-ordinary’ for the country and the society, Purohit had first thought of joining politics but I goaded him to join the army,” Dighe said.

Lt. Col. Jayant Chitale (retired), who headed the services selection board centre in Pune for several years, describes Purohit, the son of a bank officer, as a bright, hard-working student overflowing with patriotic fervour.

“He met me several times after completing his training and I kept getting a very favourable feedback about him all through his stint, particularly the long one in Jammu and Kashmir,” Chitale said.

In 2002 Purohit participated in 15 Maratha Light Infantry’s counter-terrorism operations in Jammu and Kashmir and his tenure ended in January 2005 while serving in the Awantipura based intelligence unit of the Military Intelligence Directorate.

Where did the high level of Patriotism of a professional soldier of Indian Army go so wrong that he bombed the cities and trains of his own country? How could one who was trained to save his country and its interest, blast its very own?

People have talked of the religious angle ONLY. And I find them short sighted.

But it is not just religious. In fact the religious aspect though sad and vicious, is NOT as important!

*********

Are all these incidents above related? They all depict the utter humiliation and hurt of Indian Soldier by the Indian politician! Indian Defense forces have been used by the bureaucrats and politician in a way that would have broken even the toughest of soldiers – but the Indian soldier was supposed to remain upright and strong.

It is indeed astonishing that it took so long and so few were affected. The humiliation was complete and unwavering – the politician has left NO stone unturned to beat the very will power of Indian soldier –

….sending him to certain death…. without proper equipment… without proper back up…. no political backing…. cutting his salary .. and equating him to police and the corrupt.

And the soldier kept dying, without retaliation.

It was fine when the soldier was in a world of his own and that world was still worth some pride – but now the market value of such a vibrant and intelligent human being has grown manifold and he is also connected to the world through internet and through media.

Time for old and vile shenanigans are over. Now, the soldier will question! And that question will inevitably bring in the flavor that is prevalent in the society.

Criticising and making Lt. Col. Purohit into a monster is ONE way of looking at things. And many – in fact most today – find it to be the ONLY way to look at him and his phenomenon. But is that how you should look at the beginnning of a catastrophe staring right in your face??

No country can succeed by humiliating and hurting its OWN defense!

India won’t too. But if India as a nation gets colonized or humiliated again in the coming future – it will NOT be because of people like Lt. Col. Purohit, but because of people who drove a person driven to save his country to do what he did!

I cannot believe and would not characterize Lt. Col. Purohit as a monster that others are so fond of doing these days – but I am dismayed at the path he took – the decisions he made.. they smell of indiscretion and a certain lack of hope!!

I can empathize and understand with a defense officer and one who wants to save his country even after decades of UTTER humiliation by the VERY people he/she dies for KNOWINGLY, but coming so far in the art of patience and will, it is important that our officers keep their nerves and now express their frustration in a way that is helpful for the nation. It will take lot of creativity..

… it will take the intellect of Swami Vivekananda…. the Valor of the common soldier….. the steadfast, unwavering and unspectacular Patriotism of Chanakya…. the brilliance and sheer anticipation of Subhash Bose and above all love for the weak and the victimized of Guru Gobind Singh.

It is a tall order and it is not easy. In fact it is cruel on my – our – part to expect our common soldier to be such a combination… but that is what the situation is coming to. This country of ours has been hurt and bled in the name of religion, caste and language by the VERY people who have made huge and godly claims of saving it from these curses. It is time to say that Lt. Col. Purohit is not a monster – but ONE soldier who “cracked”. He knew he wanted the best for the country, but could not find the right path to channel his frustration towards. He forgot that those he thought were NOT his “own”, their prosperity was integral to the growth and success of the nation.

Just because Lt. Col. Purohit was swayed by a Hindu nationalist mindset does not in any way reduce the anti-national designs of organizations that take their cue from Pakistan and China and have been relentless in breaking apart our fabric! It does not matter how many Muslims are influenced by them or not.. and how many USE Lt. Col. Purohit to JUSTIFY or attempt to soften the mess that they are involved in.. but the truth is that the minorities need a new direction and their success is of paramount importance!!

So, if out there you are a “Hindu Nationalist” then please do understand that separating yourself from the rest and thinking of taking the nation for ONE community will NOT help it remain for very long. Instead the fanatical elements need to be sorted out through education and common sense.

Same holds true for Hindu nationalists as well. What is required is the intellect of Vivekananda to understand the basics and the strength of Hinduism – which is not what the Shiv Senas and today’s RSS would have us believe.

A great read. As a woman whose father, 2 uncles, and both grandfathers have served the Indian Army faithfully and have achieved volumes in their careers, I am absolutely WITH you in this! The defense has been given less respect than it deserved. Would like to forward you a letter from a Pakistani paper on F.M. Sam Manekshaw. It really looks like our enemy country showed him more love and respect than our own scummy politicians!
Good going, Desh! Am forwarding this to the brave men in my family 🙂

    Dear Sir,

It is an intriguing reading.I feel more informed and enlightened. You have said it very rightly that we expect a lot from the Army to perform without actually offering them anything substantial in return. We made a lot of strategic mistakes in the past for which the army had to pay the price and the rising discmfort among soldiers is quite understandable.

But I have a slight disagreement with the order in which you have placed your thoughts. The betrayal of Army by the political forces in the past and the terror act of Lt Col Purohit may not necessarily have a causal relation.

Picture this ….. A remote village in one of the terror driven state of North East India. The Army got a clue of some terrorist hiding in the village. The hunt operation begins and somehow they missed on the terrorist. They entered one of the houses and got hold of youth to know more of the terrorist. The youth is clueless and now they got hold of her sister and stripped her in front of him and then rape her.

In the daily market, the college teacher somehow missed the signal to stop given by the army jawan. They then got hold of him and slapped him for not following the instruction to stop. He begged them not to humiliate in the croweded market place amongst some of his students. But they did not stop and made him a “Murga”. The teacher went home and hanged himself in night.

Now If I place the incident by Lt Col Purohit in this reading then it will give very different picture of Indian army.

I think we should be able to see some incidents as independent incident and should not attribute causality to some selected preceeding events. Moreover we must also define some better healthy indicators for patriotism and should not limit itself to killing you enemy.

    Thanks.

    Sushanta –

What you say does happen. And I think that is the abuse of power. But I do not agree with your suggestion of looking at the situation of Lt. Col. Purohit in isolation… because if we disregard the mess of politics vs Military, then when it actually becomes a potent force of retired and bitter officers, then military retaliation could be very forceful!! So, the right way is to anticipate it and make good by the military… not to humiliate the force further!

    Sir,

In the business of Dairy, A PFA Nominee is required.
You would not find many people taking up this role as one knows one ends up paying for others Sins.

One Big player in this industry could not find such nominees for field level collection centres none of its staff would do.
So they came up with a brilliant plan. Recruit Faujis.
Handful of Faujis (JCOs/Veterans) were recruited as officers without much clarity given on the repercussions of the role they would take up.
Although they are not trained in the quality aspects of dairy they have been made the scapegoats.
I have heard one such Fauji stating that “aaj tak to h izzat se naukri ki hai ,lekin ab is kaam mein humari galti naa hote hoye bhi jail jaana padsakta hai”.

Fauji’s have for ages been treated like this by our society…Scapegoats.

    I rest my case.

Soldiers always remember and feel pride over the time spent with his comrades in the training establishments, units, and field. Therefore, the feelings of unexpected meeting of war buddies always take one’ self back in the past and pour fresh blood in old body. The sentiments of old associates are unforgettable and cannot be revealed in few worlds. In real sense good memories are assets of fighting arms on which soldiers feel proud. However materialistic approach drastically changed the culture of some of the Armed forces. In this context, the Indian Armed forces are on the top of the list. The corruption in officer’s lot has converted it into rogue armed forces, which really shattered the soldiers’ confidence over their commanders. According to the old timers the Indian Army is now the most corrupted organization in India. Unfortunately, in most of the cases officers (including senior officers) are involved in the cases of sexual harassments, bribe, selling military secrets, terrorizing, kidnapping, sabotaged activities against minorities, abduction of scientists, smuggling of enriched uranium and other nuke equipments.

The young Indian married officers hesitate in attending family functions with their wives since in most of the functions seniors officers found losing their senses due to excessive drink. Few years back a senior Indian Air force officer assaulted the wife of a junior subordinate officer (the name of the officer has not been mentioned to conceal the identity). The culprit officer had not been taken on task and the intelligence agencies hushed up the incident to save the said officer. In July 2008 Captain Poonam Kaur of the Army Supply Corps (ASC) alleged her three colleague officers for mentally and sexually harassment. She also narrated that she had been confined illegally when she resisted their advances. On her complaint, the army authorities constituted a court of inquiry whereby all three officers denied the allegations. However later on the alleged officers have been declared clean and complainant lady officer was convicted on at least 20 counts, including leveling false charges against her senior officers. Indian Army authority has dismissed the lady officer instead taking actions against the male officers. The irony of the case was that the court was headed by a male officer who became party to the alleged officers.

Indian Army did not even respect the country’s courts of law. On August 31, 2009 in a recent report Hindustan times revealed that Former judge advocate general of Indian Army Maj. Gen. Neelendra Kumar said: “The army has a standing policy that every case of serious nature invariably goes to the military court. The Supreme Court guidelines are not applicable as we have the Army Act.”

On the other hand, the Army Act 1950 cannot deal the cases of sexual abuse. Thus the lady officer has been deprived with the justice and thrown out of the army for complaining against her colleague officers. As per the newspaper currently, 5,137 women officers serve in the armed forces. They include 4,101 in the army, 784 in the air force and 252 in the navy. As per media 45 cases of sexual harassment have been reported during the last seven years. In fact Indian armed forces are men dominated forces and never liked to see flourishing of females in the forces. In a case of female recruitment, on September 18, 2009 while addressing of Delhi High Court, Solicitor General of India Gopal Subramanium has submitted before Justice Sanjay Kishan Kaul that the granting of permanent commission to women officers on short service commission in the Indian Army is not possible.

It is notable here that Indian government herself is promoting prostitution profession in the lady troops deployed in border areas. Earlier on April 10 2007 CNN revealed in a report that Twenty-three-years old Smriti and 26-years-old Suhag are Central Reserve Police Force (CRPF) constables on duty in strife-torn Kashmir found involved in prostitution profession. Both were educated, sharp and dedicated towards their [prostitution] profession and equally eager to keep healthy and perhaps that explains why they are all ears during an AIDS awareness session that was held. A month back the daily mail also reported that now 200 professional prostitutions have been inducted in the armed forces.

Probably, all such types of inductions are the brain child of notorious Indian intelligence agency (RAW). The purpose of suggesting, planning and launching such kind of unethical employment in the forces is to attract the freedom fighters and malign Muslim soldiers in unlawful activities . Thus, increase of unhealthy activities has made the soldiers psychologically sick. The suicidal cases and disciplined problems in the units deployed in Kashmir have been many folds. The excessive dinks and involvement in sexual activities with colleague’s lady officers have become the cause of spreading AIDS in the forces. Assam Military Units Commander Colonel Bhopinder Singh also admitted in a side meeting that the death toll of AIDS is higher than that of casualties in the
clashes. It is quite evident from the reports more that 200,000 troops deployed in northern Indian and Kashmir are confronting with separatist groups, freedom fighters and a hard hitter enemy “AIDS”.

Vice-Admiral V.K.Singh, Director-General of Armed Forces Medical Services, has said that we consider HIV as our enemy No. 1. As per reports so far 415 soldiers including officers had been expired as result of this killing disease and more than thousand cases of AIDS are under investigation. Families of the sick soldiers are actually main sufferers. The increase of divorce/separation cases have also been noticed by the reputed circle of the masses but unfortunately Indian top and military brass are not interested to lessen the worries of poor soldiers and their families.

Indian Army is considered as the world’s second largest army with 1.2
million troops. According to Indian National Human Rights Commission, there were 1,039 cases of human rights violations ( which include, rapes, terrorizing, abduction & killing of innocent women, children youngsters & communal violence) by the security forces from 1990-1999, an average of 109 per year. I would also like to reveal here that no downward trend in crime ratio have been noticed so far. The indecent activities against the innocent agitators almost raised 100%. If we consider that it reduced by 50 % even then figures will be quite alarming for the international community. Indian Ministry of Defence reported that it filed 17 rape cases against army personnel whereas media reported 20 cases of rapes from 2003-2004 and by adding 50 % per annum will make this figure 80 till December, 2008. There are reports that till to-date only two or three rape cases have been concluded so far in a guilty verdict. In the remaining cases, the investigations are still in process or terminated because of tremendous pressure on the presidents of the court of inquiries, investigating officers or on the eye witnesses.

As per Indian press, one Serving Lt General Sahni, One Lt General (Retired) S K Dahiya, four Major Generals, two Brigadiers and eight officers are being charred for various irregularities in relation to procurement of “certain items of dry rations” for soldiers in Jammu and Kashmir. The names of Sahni, Dahiya, four Maj-Gens, nine Brigadiers, a Navy Commodore, two Commanders a Lt-Commander, an IAF Group Captain and a Coast Guard DIG have figured in a list of 21 senior officers facing corruption charges tabled by defence minister A K Antony in Parliament. In the past too Tehelka.com opened the Pandora Box of corrupt Indian Generals.

Coming back to the discussion, I must say that world second army is now become the highly corrupt force. The troops do not have confidence on their immediate commanders .Senior officers do not enjoy good reputation amongst their subordinated. The deployed troops are playing with the
lives of innocent children and women. Young local grills and lady colleague officers are being victimized by the soldiers and comrades. World community and organization of human rights and so called civilized western society should visit border areas of Kashmir to know the actual worth of Rouge Indian Armed Forces.

The deployed troops are playing with the lives of innocent children and women. Young local grills and lady colleague officers are being victimized by the soldiers and comrades. World community and organization of human rights and so called civilized western society should visit border areas of Kashmir to know the actual worth of Rouge Indian Armed Forces.
