Has Pakistan changed its No-First Use Nuke policy?

Asif Ali Zardari has been making waves in taking new steps towards India and making statements that would have been blasphemous just a year ago.  I am not clear whether it is only him or is it the new direction by the real "minds" within Pakistan?  What worries one is if it is only the former then his Zardari’s time is limited.

In any case, during the address and discussion at the HT leadership summit, he made the annoucement that tantamounts to a "No-first use" of Nukes against India.  This is something that all previous Governments of Pakistan have very clearly rejected.  So it is not a little thing Zardari said.  In fact first time IS the cornerstone of Nuke policy towards India.  For everyone knows that IF India every used the Nukes, Pakistan would be so badly destroyed that its time to use will probably not come.  And THAT is what they used in Kargil as well.. this threat of using the Nukes… which according to many reports they were readying to do as well.

He said another very nice thing which makes you feel that he is actually rising above most South Asian politicians in pursuing peace within the area.

Zardari borrowed a quote from his late wife, who once said that there’s a "little bit of India in every Pakistani and a little bit of Pakistan" in every Indian.
"I do not know whether it is the Indian or the Pakistani in me that is talking to you today," Zardari said, amid applause from his high-profile audience, which included diplomats, politicians and industrialists.

That is a very interesting note to hit.  I believe that there is – after all the viciousness.. the wars… the terrorism.. – a feeling of kin-ship… which should be emphasized and encouraged.  There is a need for love and for friendship.  The coming wars in the coming decade will be TERRIBLE and economic.
